== Overview ==

UserAccountService stores local user accounts. Name, email, user level, and flags. Local accounts only -- HyperGrid foreign users are not stored here.

This service is stateless and can be load-balanced across multiple ROBUST instances.

| LocalToGrid || bool || Should be true for all local users. May not currently be in use.

Note: where multiple accounts are returned, the account element may have an underscore and index appended (e.g. account_0). Historical reasons.
